The Statewide Purchasing Alliance of New York (SPANY) is a mission-driven organization that helps public-sector employers across New York State deliver sustainable, cost-effective healthcare solutions for Medicare-eligible retirees. Administering the Broome County Purchasing Alliance (BCPA), SPANY provides municipalities, school districts, and governmental organizations with access to innovative group Medicare Advantage and retiree benefit programs designed around long-term financial stability, broad provider access, and retiree-first coverage.

By leveraging pooled purchasing power, data-driven benefit strategy, and collaborative governance, SPANY supports local governments in managing rising retiree healthcare costs while protecting retirees who dedicated their careers to public service. SPANY works closely with employer leadership teams to provide plan analysis, implementation support, ongoing client service, and operational guidance to ensure successful outcomes for both sponsors and retirees.
